Experience in Cabinet Office Deputy Director PFI - Central IT Unit (CITU) HM Treasury / Cabinet Office Put forward by the BAe Group Finance Director as an adviser to Departments and Ministers, initially within the Treasury's Private Finance Panel Executive. Subsequently appointed as a member of the Senior Civil Service in the Cabinet Office to create and lead the PFI team supporting High Technology products. This role required the understanding and interfacing of Public and Private Sectors objectives, individually and jointly to enable deal delivery. Key Achievements Influential Project Board Member providing expert input on numerous substantial projects. (including Post Office Computerisation, New Police Radio Communications system, Court service computerisation). Developed key processes in PFI deal evaluation (e.g. transfer values) and PFI IT contracts (with Bird & Bird). Evaluated risk from both Public Sector and Private Sector outlooks. Negotiated transactions, created ?Statements of Requirement?, ?Invitations to Tender? and reviewed bid responses. Developed Policy. Part of the team that authored the Green Paper ?Government Direct? which was developed into the White Paper ?Modernising Government?. Produced formal briefing papers and directly advised Ministers on controversial projects. Prepared briefings for new Ministers post 1997 election. Developed CITU support to PFI in IT regarded as a successful advisory model within the Public Sector. |
